For Serial Key Based License Only: Users can move the license from one system to another unlimited times provided the user self-service the license transfer (de-activate on current system and re-activate either on another computer or same computer after re-installation of Windows. Failing to do so will result in loss of license, but the user has one more chance to activate the license again.
